President, COMTO New York Chapter

Dwayne C. SampsonDwayne C. Sampson was re-elected to his second term as President of the New York State Chapter of the Conference of Minority Transportation Officials (COMTO) as of July 1, 2008.  Since assuming this office, he has demonstrated a passion and vision to provide service and real opportunities for people and businesses of color involved in New York transportation.  In his leadership role, Mr. Sampson seeks to create a more “level playing field” for members’ access to jobs and promotional as well as contract opportunities.  He believes these are the pathways to lasting prosperity for his community. 

Mr. Sampson envisions COMTO -New York partnering with transportation agencies and other businesses to ensure the minority community’s full participation in providing safe and reliable mass transportation in New York and throughout the nation.  During his first term as President, respect and recognition of the hard work and dedication of minority transportation officials were essential.  During his second term Mr. Sampson will ask his members to take Ownership and full responsibility of all aspects of transportation which affects them and their communities.

Mr. Sampson has been employed at MTA New York City Transit for the past 14 years.  For the past several years he has held the position of Superintendent, Supply Chain Operations, Material Division.  His responsibilities include managing the timely and efficient delivery of maintenance materials impacting on daily transit service delivery.  He has incorporated three guiding principles in developing programs and activities to lead COMTO - New York toward becoming one of the premier chapters in the nation.  These principles are Service, Professionalism, and Visibility.

Dwayne Sampson is a quiet and soft spoken person who is determined to bring about increased opportunity in the transportation community in New York first, and then the rest of the country.  He earned a Bachelor of Science degree from the University at Albany, and a Master’s degree in Public Administration from Baruch College.  He and his lovely wife Debra and two sons, Dwayne Jr. and Desmond currently reside in Brooklyn, New York.
